hosting a server w/ a computer on a separate network

i'm trying to host a mnecraft server from my pc at my house, but can't do so on my home network.

i port forwarded using the router of my friend who i am going to play with, said friend being ~15 miles away from me. in the sever properties, i have the server ip set as my IPv4 address, but when i try to connect to the server, it just times out.

i'm assuming this has something to do with me using my friends router? but if not please lmk, and if there are workarounds anything would be greatly appreciated. thanks
